Senior citizens, those on fixed incomes, veterans, and working families deserve relief,” said McCormick. “Our commonsense plan helps those feeling the pain of property taxes without raiding critical funding that supports our local communities, schools, libraries, police, and fire departments.” The McCormick-Goodin Commonsense Property Tax Relief Plan is a multifaceted approach to put more money in Hoosiers’ pockets. The plan calls for capping the increase in property tax bills at 10%, increasing the homeowner property tax deduction by 40%, increasing personal exemptions by 150%, and increasing the renters tax deduction by 33%. These steps will ease the burden of rising property tax rates while creating time for a holistic look at Indiana government funding. “Mike Braun’s plan is unserious, reckless, and fiscally irresponsible. SEND ME UPDATES Fact Sheet: McCormick Commonsense Property Tax Relief Plan The McCormick-Goodin Commonsense Property Tax Relief Plan will provide property tax relief by increasing tax credits for senior citizens, veterans and low income Hoosier families in 2025 and 2026. The plan also calls for increasing tax exemptions for renters and capping yearly property tax increases at ten percent. The McCormick-Goodin Commonsense Property Tax Relief Plan has six mechanisms to provide significant relief for Hoosiers: 40% Increase in the Homeowner Property Tax Deduction: Increase the maximum homeowner property tax deduction from $2,500 to $3,500. The Indiana Legislative Services Agency last year estimated this would be an $8.8 million savings to eligible homeowners starting 2025. Expand Deductions for Senior Citizens: Expand property tax deductions by increasing the income threshold for senior citizens over 65 years making up to $40,000 for individuals and $50,000 for households with joint returns and assessed value of real property up to $300,000. Currently, the income threshold for senior citizens is $30,000 for individuals and $40,000 for households with joint returns and assessed value of real property up to $200,000. In 2022, the Indiana Legislative Services Agency estimated this would cost approximately $14.7 to $21.8 million per year. Expand Deduction for Disabled Veterans: Increases the cap on assessed value from $240,000 to $350,000 to expand qualifications for disabled veterans (total disability or at least age 62 with at least 10% disability). The Indiana Legislative Services Agency last year estimated this would cost approximately $6.8 million per year. 150% Increase in Exemptions on Personal Income: Increase the amount of exemptions on state and local income taxes from $1,000 to $2,500. The Indiana Legislative Services Agency last year estimated this would result in approximately $500 million in savings to taxpayers, including the elderly and blind ($333 million of savings in state income taxes and $173 million of savings in local income taxes). Cap Property Tax Bill Increases at 10%: Individual homestead owners will receive a refundable tax credit to offset property tax increases if their property tax bill grows more than 10% compared to the prior year (excluding schools’ passed referendums). This policy will effectively cap the growth of property tax bills at no more than 10% annually. In 2022, the Indiana Legislative Services Agency estimated this would result in approximately $23.5 million of savings to individual homestead owners starting Calendar Year 2024, and $7 million in each subsequent year. 33% Increase in Renters Tax Deduction: Increase the renter’s income tax deduction from $3,000 per year to $4,000 per year. The Indiana Legislative Services Agency last year estimated this would cost approximately $28 million per year.

Fact Sheet: McCormick-Goodin Commonsense Utility Affordability Plan The McCormick-Goodin Commonsense Utility Affordability Plan will provide utility bill relief by restoring net metering to Indiana, prohibiting misuse of ratepayer dollars, and prioritizing ratepayer advocates at the IURC. The plan also calls for restoring the Daniels’ era Energizing Indiana energy efficiency goals to lower energy consumption and reduce energy bills for Hoosiers. The McCormick-Goodin Commonsense Utility Affordability Plan has four mechanisms to provide significant relief for Hoosiers: Restoring Net Metering: The plan will reinstate net metering in Indiana, allowing Hoosiers to sell electricity back to the grid at the same rate they purchase energy from it. This change will foster competition, reduce utility costs, increase energy generation, and encourage the adoption of renewable energy. Mike Braun voted to eliminate net metering. Prohibiting Misuse of Ratepayer Dollars: The plan will ban utilities from using ratepayer dollars for lobbying, advertising, trade association dues, and political contributions. This will ensure that utility companies can no longer use funds meant for services to increase their profits at the expense of consumers. Prioritizing Ratepayer Advocates in the IURC: McCormick-Goodin will appoint leaders to the Indiana Utility Regulatory Commission (IURC) who are committed to advocating for ratepayers, ensuring that the commission operates to apply the same competitive pressure that would exist if utilities were not statutorily protected monopolies. Thriving Economy < Issues As we navigate the challenges and opportunities of the 21st century, it is imperative to adopt a comprehensive economic development policy and plan that fosters small business innovation, attracts business investment, creates high-quality jobs, establishes a highly skilled workforce, strengthens our labor unions, and ensures sustainability. We will develop and implement a comprehensive economic development plan that is honest and transparent, including being accurate in job creation claims, capital investments, and wages. We will fight for policy that promotes a healthy and viable workforce. That means access to affordable healthcare and recruiting and retaining quality health care providers for all, including prioritizing mental health and addiction care. We will champion for a strong world-class education system—embracing an approach focused on birth through adulthood—that is adequately and equitably funded in order to produce highly educated and skilled Hoosiers. We will hold the Indiana Economic Development Corporation (IEDC) accountable for transparency in operations—such as the amount of tax avoidance of their investments, inclusivity of local input, and honesty regarding investment outcomes. I will also broaden the definition of local participation in incentives—ensuring local officials to determine priorities. We will work in collaboration with in-state, national, and international partners to launch comprehensive workforce development initiatives tailored to the needs of emerging industries, setting expectations for and providing support for a highly educated and trained citizenry. We will pursue federal grants aligned with Indiana’s needs and priorities by bringing back your tax dollars from Washington DC. We will approach the promotion of partnerships between educational institutions, labor unions, and employers to best align curriculum with industry demands, using a practical and purposeful manner while empowering instructors. We will provide targeted support for small businesses and startups through access to capital, incubator programs, mentorship networks, and nurturing a vibrant entrepreneurial ecosystem statewide. We will identify and reduce administrative barriers to business formation while increasing access to goal support and resources for women and minority-owned businesses, fostering a conducive environment for entrepreneurship and innovation. We will create innovation clusters in key sectors, fostering collaboration and knowledge exchange among businesses, research institutions, local leaders, and startups. We will prioritize Indiana becoming a hub of a highly educated, skilled, and viable workforce to attract and retain business and industry who offer high-wage jobs. This begins by ensuring Hoosiers have opportunities for a high quality of life- offering a world-class education, access to affordable healthcare and housing, embracing an array of recreational options, and protecting the rights and freedoms of all citizens. We will support our collective bargaining, which ultimately impacts the wages of our entire workforce by making sure their voices are represented on state-level boards and commissions. We will support the viability of our workforce by empowering and supporting our families through the development and expansion of statewide access to programs that address Hoosiers’ needs related to birth through age 3, affordable childcare, and universal PreK. We will fight for the legalization of medical marijuana as a source of state revenue established on a well-regulated marketplace and monitored by a Cannabis Task Force in order to study the issues, opportunities, and potential obstructions associated with recreational marijuana legalization. We will also support the expungement of criminal records for low-level marijuana-related convictions as well as investments in job programs for those negatively impacted by the criminalization of marijuana to increase the availability of Hoosiers in the workforce. We will work with local officials to examine ways in which my office can assist with the affordable housing crisis happening in many of our communities. We will invest in a modernized Indiana infrastructure by prioritizing investments in transportation, fast and reliable broadband connectivity, and renewable energy infrastructure. We will create an economic development plan that promotes environmental stewardship, energy efficiency, and resilience to our changing climate. I will support the further transition and expansion of renewable and clean energy for Hoosier citizens and businesses by investing in locally-driven energy practices. We will commit to joining the bipartisan group of governors in the U.S. Climate Alliance to further encourage the adoption of renewable energy sources and incentivize green technology innovation, supporting the transition to a low-carbon economy while creating green jobs and reducing negative environmental impacts of economic development. We will foster economic inclusivity by promoting equality in the workforce, business ownership, and procurement practices, ensuring that all Hoosiers have equal access to economic opportunities and prosperity. We will fight for more cash in Hoosiers’ pockets by establishing the expectation of reliable and affordable utilities that provide beneficial services to our communities and environment by restoring responsible practices from the Indiana Utility Regulatory Commission. Protecting Democracy < Issues Indiana, along with the rest of the country, faces a critical moment in the great experiment of democracy. It is up to us, as a community of informed and engaged Hoosiers, to confront these threats and collectively fight the forces working to restrict our voices. We will empower and embrace the voice of the people. I will work tirelessly to expand opportunities for voter registration and increased voter access to the polls. We will also lead the charge to introduce citizen-led ballot initiatives as another way for Hoosier voices to be heard. We will enhance civic education in our K-12 system and will introduce pre-registration programs for 16- and 17-year-old students, so they are ready to undertake their duties as citizens once they are able. We will fight against gerrymandering by developing a nonpartisan redistricting commission, increase opportunities for public input, and appoint Indiana Supreme Court justices who respect an inclusive and transparent redistricting process. We will govern, including working with the Office of Inspector General, with the highest standards of transparency and accountability to inspire Hoosier confidence in their government.

With 24 years of experience as a public school superintendent and 20 years as a member of the Indiana General Assembly, he knows how to lead. Terry’s recent service as State Director for Rural Development with the United States Department of Agriculture (USDA) demonstrates his knowledge and passion for rural Indiana. I am proud to bring Terry’s credentials, skills, and passion to this ticket to win in November.” Dr. Goodin’s name will be submitted for nomination as Lieutenant Governor at the 2024 Indiana Democratic Party State Convention, which will be held on July 13th at the Indiana Convention Center in Indianapolis.
